государственная дума -  выборный орган, в нем 450 депутатов. принимает бюджет и законы. утверждает правительство. работает на постоянной основе.

совет федерации -  в нем работают назначенные представители от всех субъектов федерации, по 2 человека от каждого региона. утверждает законы принятые государственной думой и направляет их на подпись президенту. члены сф работают у себя дома, примерно дважды в месяц собираются в столице для утверждения законов и иных важных государственных решений.

коротко:   дума - нижняя палата, разрабатывает и принимает законопроекты,

совет федерации - верхняя палата, одобряет или не одобряет законопроекты, принятые думой.
