Yes,i agree,because if this specialist will go to the other country, he can't speak foreign language, because he didn't learn it.but it depends of a job ,that he works.if he is the janitor, he hardly needs it.now children in many schools, how does not want to be a janitor ( they want to be a teacher, a doctor) learn foreign languages.
