проще говоря, когда нужно сказать что какой-то неодушевлённый предмет что-то сделал\делает\ действует, мы используем конструкцию be + 3 форма глагола (если таковой нет, то добавляем -ed). в каждом времени глагол be ставится в нужную форму.

present simple am\is\are + 3 форма глагола: библиотека открыта. library is opened.

past simple was\were + 3ф.: библиотека была открыта. library was opened.

future simple will be + 3ф.: библиотека будет открыта завтра. library will be opened tomorrow.

когда нужно сказать "кем", мы ставим by перед этим "кем":

книга была написана писателем в 1990 году. the book was written by a writer in 1990.

книга была прочитана роном вчера. the book was read (3ф. читается как рэд) by ron yesterday.
